SCB statement:
At the conclusion of this Meeting the Somerset Promotion lodged a complaint to the SCB regarding a ride taken by Matej Kus in Heat 8, as according to the Speedway Regulations Matej Kus was not entitled to be nominated as the Rider Replacement (for the injured Jan Graversen).
The Somerset Promotion/Management asked that the SCB investigate the matter and amend the Result.
The matter has been fully investigated with the following findings:
• There was an accumulation of mistakes and oversights resulted in the Rider Replacement Ride in Heat 8 being taken inadvertently by Matej Kus.
• The nominated SCB Website, which is used as the basis for the notification of both Teams and the Referee, was updated in accordance with the Regulations (ie. 3 days before the Meeting) on Monday 6th July (SR 16.4.2).
• The MA details for all 14 Riders (home & away, including Jan Graversen) related to those on PL Issue 18 (posted on 29th June), whereas in fact PL Issue 19 (posted 3rd July) should have been the source for the MAs.
• Whether these incorrect MAs, or indeed no MAs were relayed during the exchange of Team information (SR 16.4.1) between Somerset and Redcar is of no concern at this stage and indeed the fact is that the Programme also showed these incorrect MAs.
• Before the start of the Meeting the Referee, Mr David Dowling was informed that J Graversen would not be riding, as he had suffered an injury in his workshop and that as a consequence the Rider Replacement Facility (R/R) would be utilised,
• The Referee discussed this with both Team Managers stating that only Matej Kus and the 2 Reserves would be the only possible replacements.
• M Kus was nominated for Heat 8, took the ride and Redcar took an 8-1 Heat Advantage, but still trailed Somerset 24-27 in the Progressive sores.
• No Protest, Query or anything was raised at the time.
• Indeed Heats 9, 10, 11 & 12 were run without any comment.
• Immediately after Heat 12 the Somerset Team Manager, Gary May contacted the Referee to make a Protest.
• The Referee rejected this approach out of hand and continued with the Meeting.
• At the conclusion of the Meeting the Referee took a Protest Fee from the Somerset Management.
It was a serious omission on the part of the Referee not to have double-checked the information given on both the Website and the Programme, a matter that the Referee accepts.
However none of these omissions or non-actions are grounds for a Protest or an Appeal to be accepted in order to amend the Meeting Result, which stands as a win for Redcar by 48 points to 45.
There is a salutary lesson to be taken on board by Promoters, Team Managers and Referees to pay particular attention to MAs especially when R/R is being used.
